Zhaotong is located in northeast Yunnan province on the middle and upper reaches of the Yangtse River. Its main industries are mining, tobacco and cement manufacturing. Zhaotong is a large city that plays an important role in the economy and culture of the province.

The Zhaotong Foster Care Program was established through a partnership with the local social welfare institute. Approximately 30 children from Zhaotong participate in this program. The boys and girls range in age from a few months old to nine years. Some of the children have medical special needs, such as heart defects and cerebral palsy.

Sponsorship of a child costs $35 per month and every child has two sponsors to cover all program expenses. Sponsors receive reports and pictures of their sponsored child every month.
